        "Prime and subaward records describe different relationships. A subaward is made by a prime recipient for part of the prime award’s work. When the same funds appear at both levels, adding both amounts can overstate the original federal award.",
        "Keep prime award identifiers, subaward identifiers and recipient identifiers in separate columns. A prime-to-subrecipient comparison should show the link, not flatten both entities into duplicate federal payments."
