What the number means
Estimated share of people of all ages in poverty in the Census Bureau’s Small Area Income and Poverty Estimates release.
This series uses the national Small Area Income and Poverty Estimates model. It is not interchangeable with the CPS headline official rate or the Supplemental Poverty Measure. Keep the release and definition attached to every comparison.
This is the national SAIPE series, not the headline CPS official poverty rate or the Supplemental Poverty Measure. Methodologies and estimates differ.
A better question to ask
Before evaluating an anti-poverty proposal, identify the poverty definition, geography, population, and evaluation period.
This is a prompt for investigation, not evidence that a particular policy works. A trend alone cannot establish a cause.
