The study includes program-year 2023 data and interviews with 41 older workers at 10 centers in five states. Those interviews are not a representative national survey. Differences between age groups do not establish that a particular program caused the difference.
Do not turn an age-group comparison into a ranking of worker worth or a causal estimate of program performance. Outcomes need appropriate context and denominators.
