Federal Award Evidence · Parent and order records

Follow an IDIQ contract’s orders without counting the same scope twice.

The short answer

A parent vehicle and its orders are different record levels. For CCtCap parent NNK14MA74C, USAspending reports 12 child awards with $4,101,857,376.01 in combined obligations. One of those orders, NNK17MA01T, accounts for $3,549,243,793.00. Do not add that order again to the already-combined child total.

A parent, an order and a combined view

The parent’s unique key is CONT_IDV_NNK14MA74C_8000. The selected order’s key is CONT_AWD_NNK17MA01T_8000_NNK14MA74C_8000. The order’s parent_award field links these two records. The IDV amounts endpoint supplies a third view: combined amounts for the parent’s children.

The $3,549,243,793.00 order is included in the $4,101,857,376.01 combined child-obligation figure. Adding the two as if they described separate work would count that order twice. Preserve record level alongside every number.

How to verify membership

Query the IDV related-awards endpoint with award_id CONT_IDV_NNK14MA74C_8000 and type child_awards. Our October 9 retrieval returned 12 rows with no next page. Match each generated_unique_award_id rather than joining on a description or company name.

Parent-only obligations are a separate field from child totals. Whether an analysis should include parent activity, child activity or both depends on the question. Do not label a child-only sum as the entire program or add a potential ceiling to obligations.

Do not retrofit an old announcement to a new scope

NASA’s August 31, 2022 announcement described five additional crew missions and a then-total CCtCap contract value of $4,927,306,350. That announcement date and scope are not the same as today’s combined child obligations or parent potential value.

A trustworthy table names its level explicitly: this order, parent only, all child orders, or another documented combination. A reader should be able to see which records were included and reproduce the sum.

Reproduce the public-data calculation.

These dated source snapshots preserve the selected award fields, exact POST request bodies, pagination, and transaction rows used for the worked examples. They are public records, not a live national database. For readability, the transaction extract maps federal_action_obligation to obligation, action_date to actionDate, and modification_number to modificationNumber. Request and pagination metadata remain attached.

What you can do next

  1. Identify whether the record is a parent IDV or an individual order.
  2. Copy its generated award key and reported parent key.
  3. Retrieve the child list and confirm pagination is complete.
  4. Use either individual child rows or their combined total, not both together.
  5. State whether parent-only transactions are included and keep potential values separate.

Keep this boundary in view

This dated example covers one parent vehicle and its reported children. It is not all NASA crew transportation, all SpaceX awards or a measure of completed missions. Combined child amounts must not be treated as additional to every child order.

Selected federal prime-award examples. This is not every federal dollar, a complete recipient portfolio, or a finding of fraud. Snapshot figures can change with later transactions.

Questions worth resolving

Can I add an order to the combined child total?

Not if the order is already a member of that total. You would count its obligations twice.

Is a parent ceiling the same as orders actually funded?

No. Compare record levels and monetary measures separately.
